Article Processing Charge

For manuscripts submitted on or after 1 August 2026, the Article Processing Charge is:

USD 250 per accepted article

The Article Processing Charge is payable only after the manuscript has:

1. completed the editorial screening process;
2. undergone independent peer review;
3. satisfied all required revisions;
4. received a formal acceptance decision from the Editor-in-Chief or an authorised academic editor; and
5. received an official invoice from the journal.

The journal does not require authors to pay any fee when submitting a manuscript or while the manuscript is undergoing editorial evaluation and peer review.

Manuscripts submitted before 1 August 2026 will remain subject to the Article Processing Charge stated on the journal website at the time of their original submission. The revised charge will not be applied retrospectively.

Services Covered by the Article Processing Charge

The Article Processing Charge contributes to the costs associated with the journal’s editorial and publishing operations, including:

• online manuscript submission and editorial management;
• initial editorial and technical screening;
• similarity and plagiarism checking;
• peer-review administration;
• editorial correspondence and manuscript tracking;
• copyediting and language consistency checking;
• typesetting and article layout;
• preparation of publication-ready PDF and online formats;
• DOI registration and maintenance;
• bibliographic metadata preparation and deposit;
• online hosting and website maintenance;
• digital archiving and preservation;
• journal administration;
• open-access dissemination; and
• indexing and discoverability services.

Payment of the Article Processing Charge does not constitute payment for manuscript acceptance and does not guarantee publication.

Editorial Independence

All editorial decisions are based exclusively on the manuscript’s:

• originality;
• scholarly contribution;
• methodological rigor;
• ethical compliance;
• clarity of presentation;
• relevance to the journal’s aims and scope; and
• significance to an international academic readership.

An author’s ability or inability to pay the Article Processing Charge does not influence editorial screening, peer review, revision requirements, acceptance, or rejection.

Editors and peer reviewers are not involved in payment administration and are not informed of an author’s waiver or discount status during the manuscript evaluation process.

The journal does not offer:

• paid fast-track peer review;
• guaranteed acceptance;
• guaranteed publication;
• preferential editorial treatment;
• paid priority assignment to reviewers;
• accelerated editorial decisions in exchange for payment; or
• payment-based exemption from peer review or revision requirements.

The journal applies the following fee structure:

• Article Processing Charge: USD 250 per accepted article
• Fast-track peer-review fee: None
• Page charge: None
• Colour figure charge: None
• Supplementary material charge: None
• DOI registration charge: Included in the Article Processing Charge
• Language assessment charge: Included in the Article Processing Charge
• Post-publication correction charge: None for legitimate corrections processed in accordance with the journal’s correction policy
• Article withdrawal charge: None

Authors will not be required to pay any compulsory publication-related charge other than the Article Processing Charge stated on this page.

Any optional third-party service independently obtained by an author, such as professional translation or extensive language editing before submission, is outside the journal’s Article Processing Charge and does not influence the editorial decision.

Waiver and Discount Policy

The journal recognises that publication charges may present a financial barrier for some authors. A full or partial waiver may therefore be considered for authors who demonstrate genuine financial need.

A waiver may be considered when the corresponding author:

1. has no institutional funding available for publication costs;
2. has no active research grant or project funding that can cover the Article Processing Charge;
3. has no third-party sponsor or funding agency that can cover publication expenses; and
4. provides a reasonable written explanation of the financial circumstances supporting the request.

Waivers may be granted at the following levels:

• 25% waiver: the author pays USD 187.50;
• 50% waiver: the author pays USD 125;
• 75% waiver: the author pays USD 62.50; or
• 100% waiver: no Article Processing Charge is payable.

The level of waiver granted will be determined by the publisher’s administrative office based on demonstrated financial need and the availability of the journal’s publication support funds.

Submission of a waiver request does not guarantee approval.

Author Eligibility for a Waiver

Waiver eligibility is assessed primarily on the circumstances of the corresponding author, who must confirm that no author in the manuscript’s author group has sufficient institutional, research-grant, project, sponsor, or third-party funding available to cover the Article Processing Charge.

A waiver will not normally be granted when:

• one or more authors have dedicated publication funding;
• the research was supported by a grant that permits publication expenses;
• an institution has formally agreed to cover the publication charge;
• the author requests a waiver only after publication;
• the author provides incomplete or misleading information; or
• publication funding is available from another legitimate source.

Waivers are based on financial need and not on nationality, institutional prestige, academic rank, professional relationships, editorial-board membership, research findings, anticipated citation impact, or the perceived quality of a manuscript.

Waiver Application Procedure

Authors seeking a full or partial waiver must complete the APC Waiver Request Form:

The completed form must be submitted to:

ltsm.journal@wiseedu.co.id

The waiver request should be submitted:

• at the time of initial manuscript submission; or
• before the manuscript receives a final editorial decision.

Authors should include the manuscript title, corresponding author’s name, affiliation, manuscript identification number, requested waiver percentage, funding declaration, and concise justification.

Waiver requests submitted after an official invoice has been issued will not normally be considered unless exceptional circumstances are documented.

All waiver requests are handled confidentially by the publisher’s administrative office and separately from the editorial and peer-review process. Editors and reviewers are not informed of an author’s waiver request or its outcome.

Requesting a waiver will not influence the manuscript’s evaluation, peer-review outcome, acceptance, or rejection.

Payment Procedure

After formal acceptance, the corresponding author will receive:

1. a formal acceptance notification;
2. an official invoice;
3. authorised payment instructions; and
4. the applicable payment deadline.

Payment must be completed within 15 calendar days from the invoice date unless an alternative arrangement has been approved in writing by the journal.

Authors must not make payments based on unofficial communications, personal messages, or payment instructions that are not issued through the journal’s authorised communication channel.

The corresponding author is responsible for ensuring that the manuscript number, article title, and author’s name are correctly stated in the payment confirmation.

Following receipt and verification of payment—or formal approval of a full waiver—the accepted manuscript will proceed to copyediting, typesetting, metadata preparation, and publication.

Currency and Bank Charges

The official Article Processing Charge is stated in United States dollars.

When payment is made in another currency, the converted amount must be equivalent to USD 250 based on the exchange rate or payment instructions stated in the official invoice.

Any bank-transfer fees, intermediary-bank charges, currency-conversion charges, or payment-platform fees are the responsibility of the payer unless otherwise stated in writing by the journal.

Invoice and Receipt

An official invoice will be issued to the corresponding author or the author’s institution after formal acceptance.

Authors may request that the invoice include:

• the author’s full name;
• institutional affiliation;
• institutional address;
• manuscript title;
• manuscript identification number;
• funding or project information; and
• other reasonable administrative details required by the author’s institution.

An official payment receipt or confirmation will be provided after the payment has been received and verified.

Refund Policy

A full refund may be issued when:

• a duplicate payment has been made;
• an incorrect amount has been transferred;
• payment has been made in error; or
• the journal is unable to proceed with publication for reasons attributable solely to the publisher.

No refund will normally be provided when:

• the article has already been published;
• the author withdraws the article after production has commenced;
• publication is cancelled because of plagiarism, duplicate publication, fabricated or falsified data, copyright infringement, authorship misconduct, undeclared conflicts of interest, or another breach of publication ethics;
• the article is retracted after publication;
• incorrect information was provided in a waiver or payment application; or
• the author fails to respond to production queries within a reasonable period.

Refund requests must be submitted in writing and include the manuscript identification number, proof of payment, payer information, and reason for the request.

Corrections, Retractions, and Post-Publication Actions

Authors are not charged for legitimate corrections, expressions of concern, retractions, or other post-publication actions undertaken in accordance with the journal’s publication-ethics policies.

Payment of an Article Processing Charge does not restrict the journal’s authority to correct, retract, or otherwise amend the scholarly record when required.

The Article Processing Charge will not be refunded solely because an article is subsequently corrected, retracted, or subject to an expression of concern.

Special Issues

Articles submitted to special issues, thematic issues, or invited collections are subject to the same editorial standards, independent peer-review procedures, Article Processing Charge, waiver policy, and publication-ethics requirements as articles submitted to regular issues.

Guest editors are not authorised to collect payments directly from authors or to guarantee acceptance or publication.

Any exemption applicable to a specific sponsored collection must be publicly disclosed before manuscript submission and must not influence editorial decision-making.

Changes to the Article Processing Charge

The journal may periodically review and revise its Article Processing Charge to reflect changes in editorial, technical, preservation, administrative, and publishing costs.

Any future change will:

1. be announced transparently on the journal website;
2. include a clearly stated effective date;
3. apply prospectively to manuscripts submitted on or after that date;
4. not be imposed retrospectively on manuscripts already under consideration; and
5. be submitted to relevant indexing and directory services for metadata updating.

The Article Processing Charge applicable to a manuscript is the amount publicly displayed on the journal website on the manuscript’s original submission date, unless the author has been granted a waiver or a written alternative arrangement.

Author Responsibility

Before submitting a manuscript, authors are responsible for:

• reading this Article Processing Charge policy;
• identifying available institutional or research funding;
• informing all co-authors of potential publication costs;
• submitting any waiver request within the required period; and
• ensuring that payment arrangements do not delay publication after acceptance.

Submission of a manuscript indicates that the authors have read and understood this policy. However, manuscript submission does not constitute an obligation to pay unless the manuscript is formally accepted.
